• Age Limit 17 Years: The use, sale, rental, or distribution of electric scooters to persons under 17 years of age is strictly prohibited (vehicles for persons with disabilities are excluded). The fine for the underage rider is 150 euros, while for businesses that provide a scooter to a minor it amounts to 1,000 euros.

• Mandatory Third-Party Liability Insurance: Every Light Personal Electric Vehicle (LPEV) must be covered by third-party liability insurance, with a minimum coverage limit of 50,000 euros for bodily injury, property damage, or death. Operating without active insurance incurs a fine of 250 euros.

• Identification Documents: The driver must carry a legal identification document (ID card or passport) and the proof of insurance (for shared/rental scooters, digital display via app is allowed).

• Roads of Travel: Riding is prohibited on roads where the speed limit for cars exceeds 50 km/h (avenues, expressways, national roads). The fine for this violation is 350 euros.

• Digital LPEV Registry: An electronic registry is established at the Ministry of Infrastructure and Transport. The technical characteristics of each vehicle, the owner, and their details are recorded, facilitating authorities' checks for any illegal speed modifications.

• Speed Limits & Sidewalks: The maximum permitted design speed remains 25 km/h. On pedestrian streets or low-traffic areas the limit drops to 6 km/h, while riding on sidewalks is punished with a fine of 200 euros.

• Mandatory Equipment: The use of an approved helmet, white or yellow light at the front, red light and reflector at the rear, side reflectors, and a bell is required. During nighttime hours, reflective clothing or a vest is mandatory.

• Other Prohibitions: Carrying a passenger (second person), using a mobile phone by hand, and using headphones in both ears are prohibited.
