They are intended to be placed inside sealed packs (e.g. batteries for drills or medical devices) that have a special protection circuit (BMS).
Because vapers use them 'loose' inside devices, the company prints this message to avoid legal responsibility in case someone mishandles them (e.g. puts them loose in a pocket with keys and they short-circuit).
There is absolutely no problem using it in a vape mod. You can use it safely, as long as you follow the basic safety rules that apply to all lithium batteries.
