To stop them, Maximan from the alternate Earth 23 has assembled an army of superheroes, including Zenith and former members of Cloud 9. The superheroes have taken on the mission to travel to 'occupied' lands and destroy them, hoping to prevent others from falling. Despite the danger, Zenith decides to join in.
