The First International Workingmen's Association was founded in 1864 under the initiative of Marx and Engels. Marx drafted its provisional Constitution and Rules of Governance. It is governed by representatives from European countries and the United States of America, which is why its Declarations, First and Second, as well as "The Civil War in France," are addressed to the members of the International, in Europe and the United States.
Communists, socialists of every shade, anarchists, and generally citizens opposed to the bourgeois governments of their countries participate in the International as leaders and members.
