This study is based on systematic archival research a) of the Archives of the Greek State Archives in Athens, specifically the primary material of the "Supreme Directorate of Public Education" of the Provisional Government of Eleftherios Venizelos in Thessaloniki (1916-1917), whose Minister was Georgios Averof b) of the Issues of the "Journal of the Provisional Government," which pertain to Public Education c) of the Greek Literary and Historical Archive (ELIA), which includes the file "Georgios Averof" and mainly the subfile concerning his term as a Counselor.

The main goal of this book is to demonstrate that the education of the "Provisional Government" of Thessaloniki during the period 1916-1917 should not be approached by research as "the vague anteroom of the upcoming educational reforms of the Liberal government," but as the fundamental starting point of the processes that led to urban modernization and the creation of the urban school.

It attempts to trace, through the Decrees, the Issues of the Journal of the Provisional Government, as well as the political and ideological texts of G. Averof or Dimitrios Glinos, President of the Educational Council of the "Provisional Government," the content of the education that aimed, according to the Education Counselor, to achieve the "National Revival" of "New Greece."
