"On the conspiracy": Demosthenes refutes politicians who attempt to push Athens into war with the king of Persia by presenting him as weakened, and emphasizes that such a war requires tremendous resources and preparation. He proposes reforming the institution of "conspiracies" (groups of wealthy citizens responsible for arming the fleet). This is the orator's first political speech.

— "In favor of the freedom of Rhodes": Rhodes is annexed to the satrapy of Caria, and the democratic Rhodians seek Athens' assistance. Demosthenes supports their request with a fiery democratic manifesto.

— "In favor of the Megalopolitans": Megalopolis, the capital of the restored Arcadian commonwealth, is threatened by Sparta and seeks aid from Athens, which must consider the Spartans' proposal to recover (by Athens) the port of Orchomenus. Demosthenes makes a balancing proposal aimed at reducing the power of Thebes and restraining Spartan influence in the Peloponnese.

— "To Leptinis": The politician Leptinis proposes, through a resolution, the abolition of tax exemptions granted to benefactors of the city. The trial concerns only the legality of the proposal, not its substance. Demosthenes supports maintaining the honorary tax exemptions.
