Summary

The three financial adjustment programs (Memoranda) from 2010 to 2018 stipulated that, in addition to the policy of internal devaluation and the implementation of strict austerity measures, Greece was required to implement a series of structural reforms. Even after the exit from the Memoranda, the insistence from creditors to complete and maintain the reforms remained strong and persistent.

This study analyzes the content of this concept, the policy priorities that the imposed changes served, and the ways in which a mainly neoliberal adjustment of the economy was orchestrated during the country's memorandum adventure.

As the starting point of these reforms is usually a legislative change, the analysis takes the form of a chronology of the legislative measures promoted in major areas: labor market, professional-business action, justice, functioning of the state, and public administration. The presentation is supplemented by references to the events and economic-political developments that framed these regulatory interventions.
