i want to buy a 850w power suply for my pc this ups says its 720w does it mean i can only have 720w or is it for its own charging ??

It means you can have 720w for your power needs. The time it can cover you depends on what you connect to it. If it's something that requires a lot of current, the time in case of an outage is reduced. In other words, the less energy is needed by the connected machine, the more time it'll give you.
I've only connected a router and a phone to it and in case of an outage, it covers me for at least 6-7 hours or more. A desktop that needs more power, reduces the cover time until you can safely shut down your machine.
