For most modern PCs, I would recommend an even better option: Get the Arctic PWM and to make it silent, reduce the speed from the UEFI from 1350 to 1000-1100 or even better, make it responsive according to the temperatures you will have at any given moment, so you have minimal noise most of the time but when the system heats up, it increases the speed for better cooling.
For PCs that don't heat up much or are in an environment that requires as little noise as possible, this one here is very good.

Building my first desktop computer, I bought three of these fans. I replaced the fan that came with the case at the back with one of them, and positioned it to blow out air. I placed the other one at the front of the case to bring in air. I kept the third one as a spare. I directly connected the two fans I placed in the case to the Molex cable of the power supply (instead of the motherboard), thinking that if they are as quiet as they claim, it wouldn't harm to run them at maximum speed constantly. Well, that's exactly what happened! The fans are beautiful (white), without lights of course (but I added an LED strip inside the case for aesthetics and practicality as it helps me see through the window when dust accumulates), and they are so quiet (running constantly at maximum speed) that at first I wondered if they were working. In most modern games, my computer (AMD Ryzen 5 2600 + nVidia GTX 1660 ti with an M2 SSD) stays around 50 degrees Celsius (so the two fans of the graphics card don't even work); in some heavy games, the temperature goes up to 62 to 65 degrees. The Arctic fan is an excellent product, I highly recommend it without any reservations!
